Decision

The DRC tests items against zone fills through an edge index and caches area-rule results per fill; no GPU broad-phase is built

LBVH broad-phase on the GPU (doc 07)

Reason

Profile of vme-wren: broad-phase 14 ms, exact tests against fills 650 of 730 s. With the index 7 s, reports byte-identical to the linear reference path (doc 05 §19)
