D66 — Opt-in soft zone fills as via targets

Decision

Soft zone fills and untouched planes as via targets are opt-in (--soft-zones); zone-only clusters count only for nets with pads and fills of at least 1 mm²

Alternatives

Make them the default; switch them on when a board has inner planes and only SMD pads

Reason

The output keeps stale fills that the user must refill, and the benchmark boards are judged as written. Padless zone-only clusters planned an empty connection (review of PR 1); slivers of a stale fill would become mandatory targets
