D74 — Footprints clear of the outline are unplaced parts¶
Decision¶
Footprints entirely clear of the board outline's bounding box are unplaced parts, not intentional overhangs: they stay movable, and their pads are left out of the test that accepts the largest Edge.Cuts loop as the outline (≥ 80 % of pads inside). Parts that touch or straddle the outline keep the overhang rule.
Alternatives¶
Treat every part outside the outline as an intentional overhang (old behaviour: a board straight from Update PCB from Schematic could not be placed, and with most pads outside the outline was rejected for its bounding box); a flag to mark parts unplaced
Reason¶
From-scratch placement of a fresh netlist import must work without the user first dragging parts onto the board; an off-board footprint with pads is never a finished layout. Test: [place] "parts dropped beside the board are placed".
