D130 — --supply-first routes dense-package supply nets first

--supply-first: nets with 2+ perimeter pins on one dense package and no pour join the --first-nets (doc 05 §51)

Context

The last open connections of the EtherCAT shield were all the core and 3V3 nets: routed late as pin-to-pin edges round the package, they lose to the comb; routed first they cost the others little

Consequences and results

Off by default; the bundles stay first (after the supply nets they were worse); a supply net that needs the lane's ground stays unrouted and the closure relaxes it
